i use Use WinCHM, with it you can not only create html help from start to finish, but also convert a set of existing html files into a help file.

Thanks for reading. While CHM format is certainly a format I'm familiar with, it is not compatible with the Performance Manager system, which requires cross-platform multiple-browser support. CHM is a Windows-only help format. I find CHM especially helpful for stand-alone review copies when I know all the reviewers are running Windows. With the Performance Manager source files, you can also create CHM for review copies. Thanks for the comment.
