The only two utilities I might suggest are these:
fdate at http://www.ferg.org/fdate/index.html

nowminus at http://www.merlyn.demon.co.uk/programs/ (pascal implementation but only requires DOS to run, apparently)

I like the name "now minus" since that seems to be what you want to do (today minus one week).
