I think you're mistaken PCLinuxOS is not based off of Ubuntu or Debian. It doesn't even use the debian package management system it still uses RPM. Your confusion may be seated in the fact they use apt, but it's a special version of apt called apt-rpm, for you guessed it rpm packages, not Debian.
