I agree that transaction authentication would be a much better investment for the banks to make. I would argue for the sake of clarity that doing things like checking the IP address (which is easily spoofed) and transaction history are forms of fraud detection and not authentication. Though you could also argue that using an OTP to validate the person making a transaction is somewhere between authentication and digitas signing :).
